CHARGE TAXES

URGENT URGENT URGENT !!!!

When I register the product, in the edit section you ask: charge taxes.
What is meant?
By selecting the item, does it mean that they are a debt of the store or the end customer?

IF I WANT TO CHANGE THIS DETAIL, HOW CAN I DO IT?
