Facebook ads

I recently started with fb ads and set the budget to $5. The audience size is around million and a half. The results I get is just 200-300 reach is that normal? Also I noticed that fb charges me for impression and not clicks so is this why the ads are reaching less people? Does that makes a difference? Please let me know
